Literacy broadly follows the definition of SDG indicator 4.6.1 Proportion of population in a given age group achieving at least a fixed level of proficiency in functional literacy and numeracy skills. In the case of Mongolia, literacy among women aged 15-49 is measured only as the proportion of individuals aged 15-49 who ever attended basic (lower secondary) or higher education. By virtue of their education level, they are not asked to read a short simple statement as individuals for verification purposes.

• Individuals: Women ages 15 - 49 (WM- Individual Women’s Survey)
The standard LNOB analysis for Literacy among women includes the following circumstances:
• Wealth of the household: top 60 or bottom 40 per cent of the household wealth distribution
• Residence: urban or rural
• Age group: 15-24, 25-34 or 35-49
