Literacy measures the proportion of individuals aged 5 and above who can read and write in any of the local languages including Sinhala, Tamil and English. It broadly follows the definition of SDG indicator 4.6.1 Proportion of population in a given age group achieving at least a fixed level of proficiency in functional literacy and numeracy skills.

The following data are considered for this analysis:
• Individuals: All individuals aged 5 and above.

The standard LNOB analysis for Literacy includes the following circumstances:
• Expenditure per capita of the household: top 60 or bottom 40% (of the distribution)
• Residence: urban, rural or estate
• Sex: female or male
• Age group: 5-34, 35-59 or 60+
