Literacy broadly follows the definition of SDG indicator 4.6.1 Proportion of population in a given age group achieving at least a fixed level of proficiency in functional literacy and numeracy skills. In the case of Mongolia, literacy among men aged 15-49 is measured only as the proportion of individuals aged 15-49 who ever attended basic (lower secondary) or higher education. By virtue of their education level, they are not asked to read a short simple statement as individuals for verification purposes.
